Louisiana Automated Victim Notification System, or LAVNS, is the statewide service reached through VINELink. Official Louisiana guidance describes parish-jail, state-prison, and current court-case participation. Municipal jail records may not be included. That makes LAVNS a broad discovery and notification layer, not a complete ledger for every place a person could be held.
Concordia Parish custody can involve CPSO facilities, a state correctional path, transitional work, or another receiving agency. A person who leaves a local roster may appear in LAVNS under a state location or community supervision. That is not the same as a local community release. The receiving status and the originating facility record must be reconciled.
VINELink does not cover federal BOP custody as a complete federal locator. A federal sentenced person belongs in the BOP search, a federal pretrial person may require the court and USMS path, and an immigration detainee belongs in ICE ODLS. A Louisiana result may report several custody and case fields. Not every participating agency supplies each one. A scheduled date remains a forecast. A status of “released” reflects a reported custody change but does not, by itself, explain whether the event was bond, time served, sentence completion, dismissal, parole, or transfer.

A released person often drops off a current jail roster. VINELink may retain a reported change or show community supervision, while the CPSO release entry supplies the actual local event. A person still in custody should show a current location if the participating source has sent it. Missing data can also result from lag, excluded municipal coverage, an identifier error, or a move to a system outside LAVNS.
Set Concordia Parish Release Alerts
Notification registration starts from the correct person record. Supported options can include phone, text, or email. The destination and confirmation steps must be completed for the registration to take effect. Contact details should be updated when they change, since an alert cannot reach an obsolete number or address.

For voice notifications, the PIN acknowledges the automated call. Official Louisiana guidance says unanswered or busy calls may continue for up to 24 hours or until the PIN is entered. Two Louisiana Release Registrations
Louisiana has a distinctive second layer for state-prison and parole events. The official DPS&C Victim-Survivor Guidebook says full coverage requires registration with VINE and separate registration with the Crime Victim Services Bureau, or CVSB. There is no one-step process that enrolls a person in both systems.
CVSB can send notices about initial facility placement, projected release, transitional-work placement, parole hearings, escape or recapture, sentence-changing court rulings, and release from prison by any means. That scope matters in Concordia Parish because the local facility map includes a DPS&C-listed transitional work program. A move into that program remains a correctional placement, even if a notification reports the change.

CVSB is an alert service, not a searchable public release history. A VINE notice and a CVSB notice should still be checked against the agency record that created the event.

The originating custodian remains the best source for an actual release event. For a Concordia Parish jail record, contact CPSO and ask whether the person left for the community or transferred. A court order may create a release path, but facility processing and other holds can affect actual movement.
A careful call should begin with the exact identity, the VINELink status, the source agency, and the time observed. Ask whether the event was community release, an internal move, or transfer to another custodian. Then ask for the existing release or transfer entry. This focused request is more useful than asking staff to explain every part of a case. The custodian can identify the event it recorded, while the court file answers why a legal order was entered.
These channels answer different questions. CPSO documents physical local custody, DPS&C documents state custody and supervision, and the Clerk documents legal disposition. A VINELink release check alerts the reader to change and helps identify which source should be contacted next.

Concordia Parish VINELink Limits
VINELink warns that information may be incomplete or untimely. DPS&C says its locator data updates every 24 hours, so a newly processed change may not be visible at once. Municipal-jail participation may be absent. Juvenile records may not appear. A search failure can also result from spelling, identity fields, or movement between agencies.
Notification is prospective. It works best while the person is still in a participating custody system and the registration is active. An unanswered phone alert can repeat, but an alert does not guarantee that a family member, attorney, or other contact received it. Confirm urgent information directly with the agency.
Older events demand a different source. A live search may no longer display enough history to prove when state custody ended. DPS&C incarceration verification is designed for that historical question and can include admission, release, supervision dates, and last incarceration location. For an older parish event, request the CPSO booking and release record with an approximate date range and facility. For legal disposition, request the matching docket entries from the Concordia Clerk.
A no-result screen should be reported only as a no-result screen. It cannot prove that a person was never booked, was released, completed supervision, or has no court matter. Recheck the spelling and identifier, try the correct custody system, and preserve the observed date. If the last known custodian was a Concordia Parish facility, CPSO is the first fallback. If the parish says the person transferred to DPS&C, allow for intake processing and use the state locator.
Registries are a separate system. The Louisiana State Police registry and Concordia Parish local registration page apply only when a person has a legal registration duty.
