River Release Paths
River Correctional Center is named in an ICE intergovernmental service agreement with Concordia Parish. That source establishes a federal contractual relationship for detention at the named facility. It does not prove that every person at River was an ICE detainee, that the agreement describes current operations without change, or that a named person is held there today.
A person leaving River may remain in ICE custody after transfer, be released from ICE custody under immigration conditions, be removed from the United States, enter local, state, or federal criminal custody, or otherwise move. Those events should never be compressed into “released home.” The facility movement record identifies the physical event. ICE ODLS shows a limited person-level custody status. Immigration case records address the case outcome and conditions.
First determine which authority had custody. If the person was held on a parish case without verified ICE involvement, use CPSO and the local court. If the person was a federal criminal defendant, use the federal docket, USMS route, and BOP when sentenced. Use ICE ODLS only for the immigration branch.
Verify a River Release
ICE's Online Detainee Locator System is the first public person-level route. Search by the nine-digit A-number and country of birth when possible. The alternative uses exact name, country of birth, and date of birth. Name-only approaches are more vulnerable to spelling, spacing, and transliteration differences. A no-result screen is not a final finding.
- Confirm the person's exact name, date of birth, country of birth, A-number if available, and last known custody date.
- Search ICE ODLS by A-number and country of birth, then try the exact biographical search if needed.
- Read whether the result indicates current ICE custody or a reported release from ICE custody within the supported period.
- Call the ICE Detention Reporting and Information Line when ODLS does not resolve the record or the location conflicts with other evidence.
- Request or review the facility movement record and immigration documents for transfer, release conditions, removal, or another disposition.
ODLS does not decide the immigration case. It may also omit a result because of identifier errors, spelling, age restrictions, transfer timing, or the locator's recent-release limit. River Release Contact Routes
The official parish and DPS&C directory lists River's Highway 15 address and telephone. Use that contact to ask whether the facility can identify the agency that made a movement entry and where the appropriate record is maintained. Do not assume the facility can disclose all person-level immigration information by phone.

The ICE line is the appropriate fallback for immigration detention concerns and locator problems. Prepare the person's identity details and A-number before calling. An attorney or authorized representative may also use ICE's published attorney resources and the immigration court record where applicable.
No researched source establishes River release-processing hours, a public release door, property-return rules, a fee schedule, or a release-record turnaround. Call before travel. Ask which office holds the existing movement record and request a cost estimate before charges are incurred.
River IGSA Is Not Live
The official ICE agreement is strong evidence of the relationship it records. It is weak evidence of current person-level custody. Contracts can continue, change, or end; facility operations can also change. The agreement should be cited for the named parties and detention relationship, not used as a roster.
Historic ICE inspection material described River as constructed in 2001, owned by the sheriff, and operated in partnership with LaSalle Corrections. Those are historical facts tied to the dated material. They should not be presented as proof of today's operator or population without a current official source. The facility phone or agency directory should be checked before publication or travel.

River ICE Locator Window
ICE guidance gives Concordia Parish's only verified time-boxed recently released search. ODLS includes people reported released from ICE custody during the preceding 60 days. That period is narrower than an archival release record. Once the window passes, use immigration case documents, formal record channels, and the facility movement entry rather than expecting ODLS to retain the person indefinitely.

The captured guidance supports the time-limited search route. It does not show a River detainee or establish the reason for a reported release.
A “released from ICE custody” result means the person exited ICE custody as reported. It does not necessarily mean unrestricted community presence. Immigration reporting conditions, an immigration case, federal supervised release, or another jurisdiction's custody can still apply. Quote the exact status and avoid a broader claim.
River Federal Release Differences
ICE, BOP, and USMS serve different roles. ICE handles immigration custody. BOP's public locator covers federal prisoners and retains federal incarceration records from 1982 forward. USMS manages federal pretrial prisoners and movement but has no comparable public release locator. A federal defendant housed through a contract can therefore appear in the federal docket and USMS system without a sentenced BOP record.

BOP may display “Released” or “Not in BOP Custody” with a release date. Report that narrow finding. It does not rule out ICE, state or local custody, or federal supervision. Likewise, an ICE release does not erase a criminal judgment or prove that no other agency has authority.
Check the federal docket and USMS path. A pretrial defendant can be held in a local or contracted facility without entering sentenced BOP custody.
River Release Record Fields
A useful River request identifies the person, the relevant date range, the reported custodian, and the precise record sought. Ask for an existing admission, transfer, or release entry. Do not ask staff to create a legal conclusion. When ICE is the custodian, pair the facility entry with the immigration status or case document that explains the next event.

Privacy, safety, law-enforcement, immigration, medical, and security rules can limit disclosure. Ask the custodian to identify the basis for withholding. Keep personal data to what is needed for identity matching. A missing ODLS result should be described as no result under the supplied identifiers and search date, not as proof that the person was never held or has been released.
Note: ODLS covers a limited recent-release period, so older River cases require durable facility, ICE, and immigration-case records.
River Release Proof Standard
Strong proof follows the event chain. The River movement entry shows that a person left that facility. ODLS may show current ICE custody elsewhere or a recent release from ICE custody. Immigration documents can show conditions, removal, bond, or another case action. A criminal docket can reveal a detention or release order when federal charges are involved.
