Transitional Work Is Custody
The Louisiana Department of Public Safety & Corrections lists the Concordia Parish Transitional Work Program as a correctional program operated locally. Assignment there does not establish final release from a sentence. A participant may work in the community under program rules while still subject to correctional custody, movement limits, and a recorded placement.
Louisiana's Victim-Survivor Guidebook treats assignment to transitional work as a notification event distinct from “release from prison by any means.” That wording is important. A move into the program is a placement change. Actual community release, parole, probation, diminution release, sentence completion, or full discharge must be shown by the later record that states it.
Ask what event occurred and which agency recorded it. “Placed in transitional work,” “projected release,” “released from prison,” and “discharged from supervision” describe different points. Preserve the exact term and date. Do not shorten all of them to “released.”
This distinction prevents a false break in the record. A parish movement entry may end one local placement on the same day a state program entry begins. Read those dates as a handoff unless an actual community-release field states otherwise. Later parole or discharge dates belong to their own records.
Verify Program Release Status
Louisiana LAVNS is the public online route for a named person in the DPS&C system. Search by exact name or identifier, compare the person-level details, open the record, and read status, location, supervision, and date fields as labeled. DPS&C says the locator updates every 24 hours, which means a recent placement or exit can lag.
- Search the Louisiana LAVNS person search with the full name or DPS&C number and compare stable identifiers.
- Read whether the record reports imprisonment, transitional work, parole, probation, community supervision, release, or another status.
- Call the DPS&C telephone locator at 225-383-4580 with the DPS&C number or name plus date of birth.
- Ask for the current facility assignment, facility contact, assigned probation and parole district, and projected release date if applicable.
- For a completed period, request incarceration verification and reconcile its release date with the program and supervision records.
A projected release date is a calculation, not an event. It may change with sentence documents, jail credit, consecutive or concurrent terms, earned or lost credit, program credit, court amendments, and holds. That shared address supports a program and location relationship. It should not be used to claim that two wholly separate jail buildings exist. The official program capture identifies the correct location to name in a request. It does not report whether any named participant remains there or has been discharged.
No verified public program release-processing hours, exit location, records fee, or turnaround was found. The phone is a routing and status-verification fallback. Person-specific disclosures may be limited, so request the appropriate existing record if staff cannot provide details by telephone.
Transitional Work Record Fields
For historical proof, request DPS&C incarceration verification using the person's full name, DPS&C number or date of birth, and the relevant incarceration or supervision period. Louisiana's administrative definition gives this record a specific minimum scope. It can show the name, dates of incarceration or supervision, admission date, release date, and last incarceration location. Public disposition and discharge information may also be available subject to lawful limits.

Request electronic delivery and an estimate. Ask the custodian to cite any exemption or redaction. Juvenile, sealed, expunged, medical, victim-confidential, investigative, and security information may be protected. A missing online result is not stronger than a formal verification from the source agency.

Program Release Versus Supervision
Leaving the program may start parole or probation rather than end the sentence. Parole is release from imprisonment under continuing sentence supervision. Probation is a court-ordered community disposition and can follow the custodial part of a split sentence. Discharge occurs later when the stated supervision obligation ends. A LAVNS community-supervision result is affirmative evidence that incarceration ended while legal controls continue.

Program Notifications Require Two
Louisiana has a state-specific notification split. VINE or LAVNS covers custody data reported by participating agencies. The DPS&C Crime Victim Services Bureau provides a separate state-prison and parole event stream. The official guide states that there is no one-step registration for full coverage. Both registrations are needed when the documented events matter.

If a notification reports a program transfer or release, record the exact event, source, and reported time. Then contact the program or DPS&C and request the underlying entry. Alerts can be delayed or incomplete. They are valuable prompts, not the final historical proof.
Only if it states that event, and even then the originating agency record should confirm the date, type, and any supervision or receiving hold.
Program Address Overlap
Concordia's correctional map contains CPCF, CPCF II or the women's facility, the Carter Street jail listing, and the transitional work program. Movement among them can resemble disappearance from one roster without a community exit. The program's shared Highway 84 address makes that risk more concrete. Ask for the movement chain rather than assuming a change of label means release.
A local sheriff record may document transfer into the program. DPS&C and LAVNS can document later status. The court record explains the sentence, credit, probation, revocation, or other legal action. These sources should be read in sequence. A parish transfer date and a later state discharge date are two distinct events.
